Energy Efficiency & Sustainability Checklist

These forms contain the Energy Efficiency & Sustainability Checklist and Worksheets. The Architect/Engineer are to fill out these forms for all new construction projects.

8 Years Payback Rule: SFB currently pays for High Performance T8 lamps under 8 years payback Rule. In addition to it, the districts are encouraged to present a design proposal with T5 lamps, or higher efficiency A/C units or Heat pumps. The qualification is contingent on utility cost, operating hours, and cost of upgrade.

Rules and Statutes in relation to Energy and Water Efficiency

  • ARS 34-451 (A): The department of commerce in consultation with persons responsible for building systems shall adopt and publish energy conservation standards for construction of all new capital projects as defined in section 41-790, including buildings designed and constructed by school districts, community college districts and universities. These standards shall be consistent with the recommended energy conservation standards of the American society of heating, refrigerating and air conditioning engineers and the international energy conservation code.
  • ARS 34-451 (E): All state agencies shall procure energy efficient products that are certified by the United States department of energy or the United States environmental protection agency as energy star or that are certified under the federal management program in all categories that are available unless the products are shown not to be cost-effective on a life cycle cost basis.
  • ARS 45-313.01: Every effort shall be made to install water free urinals in all new state buildings constructed after the effective date of this section that constitute capital projects as defined in section 41-790 and to install water free urinals in existing state buildings.
  • R7-6-261. Energy Saving Measures: New school facility construction and, as required, building renovations in existing schools, shall include, where reasonable, energy conservation upgrades that will provide dollar savings in excess of the cost of the upgrade within eight years of the installation.

Inspection Reports

Preventative Maintenance Inspection Reports

ARS §15-2002.A.3 requires the SFB to perform preventative maintenance inspections on 20 school districts every 30 months.  At the September 2008 Board meeting, the Board randomly selected 20 school districts for inspection.  The Board also adopted a policy that requires staff to report to the Board the status of these inspections each September.  Further, the Policy requires that the Board select new districts for inspection if any districts have been completed.  The inspection reporting process is as follows:

ARRA General Information

Governor directs $20M to Energy Projects

Governor Brewer announced that the application for the State Energy Program through the American Recovery and Reinvestment Act (ARRA) has been submitted to the U.S. Department of Energy.  The largest portion of the funds requested, $20 million, will be directed to the completion of energy efficiency and renewable energy projects for Arizona's public schools.  The School K-12 Grant Program and Energy Performance Contracting allocates this federal stimulus funding to the School Facilities Board which will be able to leverage both private capital through energy saving preformance contracts and utility company rebate programs to make energy improvements in schools statewide.  The SFB anticipates the grant application process to start sometime in August 2009.

ARRA 2009 Fact Sheet

The US Department of Education has published this document to provide states and LEAs with basic information regarding how and when Title I, Part A recovery funds will be awarded. In the coming weeks, the Department will provide more guidance regarding these funds, including how they should be used, the sub mission of waiver requests, and the reporting requirements. ARRA Energy Efficiency Projects

Buy American Categorical Waivers

On February 11, 2010, the U.S. Department of Energy issued a Memorandum of Decision granting nationwide categorical waivers under section 1605 of the Recovery Act (the Buy American Provisions) for fluorescent electronic lighting ballasts, LED traffic lights and signals, and CFL's (with a few exceptions described in the waiver). Energy Efficiency Grants

SFB AWARDS ENERGY EFFICIENCY GRANTS: On January 20, 2010, the Board approved the award of 29 Energy Efficiency Grant projects to 25 districts totallng $12,132,515.  In total, these projects, with an estimated cost of $43,600,825, will save $5,567,738 per year in utility costs.  The average payback is approximately eight years. Click here for information on the awards.

UPDATE 11/17/09: The grant application deadline of November 6, 2009 has passed and the SFB is no longer accepting applications.  Our initial review revealed that 105 applications were received; 44 districts submitted applications totaling $103,810,266 in poject costs.

UPDATE 10/6/09: The SFB is not requiring a district governing board resolution at the time a grant application is submitted.

The SFB is now accepting applications for the funding of energy efficiency projects through the stimulus energy grant program. Below are links to the program statement and supporting documents. Please read these documents carefully and direct questions to your district liaison.

Land Acquisition-Terms and Conditions

When a district receives funding from the SFB, the district signs Terms and Conditions governing the management of that award. The Board initially adopted T&C's for Purchases on June 14, 1999. On April 3, 2008, the Board modified these and developed a specific set each for Purchases, Leases and Donations.

Affidavit for Pesticide Restrictive Covenants
SFB LA 201-08 Affidavit for Pesticide Restrictive Covenants is to be completed during the land acquisition process by the district when there is no agricultural use or farming of land within a one-quarter (1/4) mile radius of the subject property and when no Pesticide Restrictive Covenants are required for any of the parties within a one-quarter (1/4) mile radius of the subject property.
