Frank Davidson, Chairman
Frank Davidson is the Superintendent of Casa Grande Elementary School District, where he has been since 1997. Mr. Davidson began his career in education serving as a volunteer in the United States Peace Corps at the Escuela Agricola de San Juan Bautista in Paraguay. He has been a teacher in kindergarten through high school, an elementary school principal, an Assistant Superintendent for Instruction, and Superintendent. He holds degrees from Southwestern College in Winfield, Kansas and the University of Arizona. He is the past President of the Superintendents Division of the Arizona School Administrators Association. His honors include: 2000 Superintendent of the Year Award from the Arizona Association for Health, Physical Education, Recreation and Dance; 2000 All-Arizona Superintendent Award for Large School Districts from the Arizona School Administrators Association; and the 2003 Business Leader of the Year Award from the Greater Casa Grande Chamber of Commerce. Thomas Rushin, Vice-Chairman
Thomas D. Rushin is an Arizona native with 44 years of experience in the field of education. He has been a teacher, coach, principal, associate superintendent and retired in 2008 as Superintendent of Yuma Elementary School District One in Yuma, Arizona. He has led school district planning committees, bond elections campaigns, developed building programs, developed educational specifications, and worked with a variety of architectural firms through all phases of building design and construction. His passion for improving learning environments for students caused him to use his leadership skills and prior experience to plan schools that will meet the needs of all people in the twenty-first century. Dr. Bill Johnson, Board Member
Dr. Johnson received his bachelor’s degree in construction from the College of Engineering at Arizona State University in 1980 and has been a licensed architect in Arizona since 1996. He subsequently earned a master’s degree and a doctoral degree in educational supervision and administration at ASU. His professional experience includes working as a Project Engineer and as a Project Manager on a variety of construction projects including heavy civil, industrial, and institutional facilities. He has also worked as a consultant in facility planning, land acquisition, design and construction, and construction claims resolution. Dr. Johnson has served in several advisory positions including the strategic planning committee for the United States Postal Service Facilities Department and the technical advisory committee and the alternative construction delivery methods rules committee for the Arizona School Facilities Board. He has a history of service to youth and received the Silver Beaver Award from the Boy Scouts of America in 2006. Dr. Johnson currently serves as Associate Superintendent for Business Services in the Laveen Elementary School District. Architect Representative. Term expires January 2013.

Patricia Gober, Board Member
Patricia received a PhD in Geography from the Ohio State University in 1975 and is currently professor of geography at Arizona State University where she served as departmental chair from 1984 to 1991. Her research centers on issues of migration, retirement communities, and environmental change in metropolitan Phoenix. She is especially interested in the use of science for real-world decision-making. She is a past President of the Association of American Geographers and former member of the Population Reference Bureau’s Board of Trustees, currently serves as the Chair of the College Board’s Advanced Placement Human Geography Committee, and was recently appointed to the National Research Council’s Committee on Geography which provides independent advice to society and to government at all levels on scientific, technical, and policy matters related to geography and geographic analysis. At ASU, she is the co-Director of the Decision Center for a Desert City which studies water management decisions in the face of growing climatic uncertainty in Greater Phoenix. She holds an honorary doctorate of science from Carthage College in Kenosha, Wisconsin in 1998. Demographer Representative. Term expires January 2012.

Gary Marks
Gary Marks is the Executive Director of the Prescott Valley Economic Development Foundation where he directs and oversees the economic development for commercial and industrial activities for Prescott Valley. Previously, Gary served as the Executive Director of the Cushing Industrial Authority/CEO of the Cushing Chamber of Commerce and Industry, and Director of Economic Development for Oklahoma Gas & Electric in Oklahoma. Gary is currently President of the Humboldt Unified School Board and serves on the Central Arizona Partnership Board. He is also a REDI Director, serves on the Governor's Council on Workforce Policy and on NACOG's Economic Development Committee. He has been an active member of AAED since 1999. Gary holds a Bachelor of Arts Degree in Business Administration/Management from Oklahoma State University. He is graduate of EDI and has been a Certified Economic Developer since 1992. Penny Allee Taylor, Board Member
Penny Allee Taylor has engaged in a variety of tax issues over the past 20 years though her work at the U. S. Senate, the Maricopa County Assessors Office, and over the past 14 years as a Corporate Public Affairs Administrator for Southwest Gas. Penny has been an active member of the Arizona Tax Research Association and is on their Public Policy and Tax Practitioners Subcommittees. Penny is a native Phoenician and attended Paradise Valley Schools and has a Bachelor of Science in Liberal Arts majoring in Political Science. Penny participates in numerous community and civic organizations including: the Governor’s Merit Awards Board; Governors Climate Change Advisory Group; Arizona Chamber of Commerce Tax, Environment, and Budget Committees; Phoenix Chamber of Commerce Tax, Environment, Education, and Fiscal Accountability Committees; Phoenix Community Alliance Board Member; Phoenix Rehabilitation Appeals Board; Phoenix Design Review Board; Phoenix Census Committee, (Chair, Business Subcommittee); Phoenix Citizens Bond Committee; Valley Citizens League, (President); Coalition of Arizona Bicyclists; and the Arizona Bicycle Club. Vicki Salazar, Advisory Non-Voting Board Member
Vicki Salazar is the Associate Superintendent for Financial Services for the Arizona Department of Education. Vicki has over nineteen years experience in education, with an emphasis on financial administration. She has served as the key staff member to the Superintendent of Public Instruction and Executive Staff on budget and legislative issues for the past twelve years, implementing and directing educational service, responsibilities focused on educationally related policies, legislation, school finance and fiscal accountability.

ERIC HAFNER, P.E.
Eric Hafner brings a dual passion to the SFB both in designing educational facilities as well as implementation of energy efficient solutions for new or existing facilities. As a Professional Electrical Engineer with DLR Group, his career experience is in the design and coordination of electrical power and low voltage systems in a variety of projects across multi-market sectors. Many of these solutions have resulted in measurable success, saving school districts hundreds of thousands of dollars both in operations and in receiving rebates as a result of his energy studies. Vern Crow
Vern Crow is the founding principal of Dominion Environmental. He specializes in industrial hygiene/indoor air quality remediation providing investigation, remediation specifications and oversight, and final clearance testing for local, national, and international companies. He also provides Phase I, II, and III environmental site assessments, hazardous waste management, and emergency response and environmental risk evaluation services. Mr. Crow is a practicing Industrial Hygienist; Certified Indoor Air Quality Professional; AHERA Certified Asbestos Building Inspector, Management Planner, Project Designer, and Contractor Supervisor; and Certified Hazardous Materials Manager. Over the past 15 years, Mr. Crow has resolved a range of indoor air quality issues including mold, asbestos, radon gas, lead-based paint, and airborne vehicular soot contamination for private and public schools and school districts, commercial building owners, homeowners, hospitals, museums, public agencies, and national insurance companies. He received his Bachelor of Science degree from Arizona State University and is currently perusing a Masters Degree. He is a member of the American Indoor Air Quality Council, American Industrial Hygiene Association, American Energy Engineers Association, National Air and Waste Management Associations, and Arizona Asbestos Council.
