Frank Davidson, Chair

Frank Davidson is the Superintendent of Casa Grande Elementary School
District, where he has been since 1997. Mr. Davidson began his career in
education serving as a volunteer in the United States Peace Corps at the
Escuela Agricola de San Juan Bautista in Paraguay. He has been a teacher in
kindergarten through high school, an elementary school principal, an
Assistant Superintendent for Instruction, and Superintendent. He holds
degrees from Southwestern College in Winfield, Kansas and the University of
Arizona. He is the past President of the Superintendents Division of the
Arizona School Administrators Association. His honors include: 2000
Superintendent of the Year Award from the Arizona Association for Health,
Physical Education, Recreation and Dance; 2000 All-Arizona Superintendent
Award for Large School Districts from the Arizona School Administrators
Association; and the 2003 Business Leader of the Year Award from the Greater
Casa Grande Chamber of Commerce. School Facilities Management

Brooks Keenan, Vice Chair

Brooks Keenan is a Senior Structural Engineer for
TranSystems Corporation. In his 33-year
engineering career, he has engineered school, university, hospital, commercial,
industrial and public buildings, and highway bridges, for consulting firms
including John A. Martin & Associates.
He is a former director of the Pima County Department of Transportation
and Flood Control District and engineering manager for the Tucson Department of
Transportation. He is a past president
of the Arizona Association of County Engineers and the Southern Arizona Chapter
of the Structural Engineers Association of Arizona and was named Engineer of
the Year by Arizona chapters of the American Society of Professional Engineers
in 2003 and the American Society of Civil Engineers in 2001. He holds Bachelors of Civil Engineering and
Liberal Arts degrees from the University of Arizona and is a registered
professional structural engineer, civil engineer and land surveyor. Registered engineer representative, term expires in January 2009.

Gary Marks
Gary Marks is the Executive Director of the Prescott Valley Economic
Development Foundation where he directs and oversees the economic
development for commercial and industrial activities for Prescott Valley.
Previously, Gary served as the Executive Director of the Cushing Industrial
Authority/CEO of the Cushing Chamber of Commerce and Industry, and Director
of Economic Development for Oklahoma Gas & Electric in Oklahoma. Gary is
currently President of the Humboldt Unified School Board and serves on the
Central Arizona Partnership Board. He is also a REDI Director, serves on
the Governor's Council on Workforce Policy and on NACOG's Economic
Development Committee. He has been an active member of AAED since 1999. Gary
holds a Bachelor of Arts Degree in Business Administration/Management from
Oklahoma State University. He is graduate of EDI and has been a Certified
Economic Developer since 1992. School Board Representative. Term expires
January 2009.

David Ortega, Board Member
Arizona native, David Ortega, owns an architectural firm in Scottsdale,
which he opened in 1984. A graduate of the U of A, he also studied at La
Salle Arquitectura in Mexico City. His professional work includes
residential and commercial projects in Arizona and California. Additionally,
he has completed several pro bono projects, including the Chrysalis Shelter
for Victims of Domestic Violence and the Saint Maria Goretti Catholic
Church. In addition to his professional work, David has been active in the
community having served on the Scottsdale Papago Rotary, Scottsdale
Unified's Boundary Committee and Diversity Task Force, Motorola Community
Liaison Council, the Maricopa County Private Industry Council, and the
Governor's Latino Advisory Board. David most recently served as a Scottsdale
City Councilman and Vice Mayor. Registered architect representative, term
expires January 2009.

Patricia Gober, Board Member
Patricia received a PhD in Geography from the Ohio State University in 1975 and is currently professor of geography at Arizona State University where she served as departmental chair from 1984 to 1991. Her research centers on issues of migration, retirement communities, and environmental change in metropolitan Phoenix. She is especially interested in the use of science for real-world decision-making. She is a past President of the Association of American Geographers and former member of the Population Reference Bureau’s Board of Trustees, currently serves as the Chair of the College Board’s Advanced Placement Human Geography Committee, and was recently appointed to the National Research Council’s Committee on Geography which provides independent advice to society and to government at all levels on scientific, technical, and policy matters related to geography and geographic analysis. At ASU, she is the co-Director of the Decision Center for a Desert City which studies water management decisions in the face of growing climatic uncertainty in Greater Phoenix. She holds an honorary doctorate of science from Carthage College in Kenosha, Wisconsin in 1998. Demographer Representative, term expires in January 2012.

Thomas Rushin, Board Member
Thomas D. Rushin is an Arizona native with 40 years of experience in the
field of education. He has been a teacher, a coach, a principal, an
associate superintendent and is currently Superintendent of Yuma Elementary
School District One in Yuma, Arizona. He has led school district planning
committees, bond elections campaigns, developed building programs, developed
educational specifications, and worked with a variety of architectural firms
through all phases of building design and construction. His passion for
improving learning environments for students caused him to use his
leadership skills and prior experience to plan schools that will meet the
needs of all people in the twenty-first century. School Construction
Representative. Term expires in January 2010.

Penny Allee Taylor, Board Member
Penny Allee Taylor has engaged in a variety of tax issues over the past 20 years though her work at the
U. S. Senate, the Maricopa County Assessors Office, and over the past 14 years as a Corporate Public Affairs
Administrator for Southwest Gas. Penny has been an active member of the Arizona Tax Research Association
and is on their Public Policy and Tax Practitioners Subcommittees. Penny is a native Phoenician and
attended Paradise Valley Schools and has a Bachelor of Science in Liberal Arts majoring in Political
Science. Penny participates in numerous community and civic organizations including: the Governor’s
Merit Awards Board; Governors Climate Change Advisory Group; Arizona Chamber of Commerce Tax, Environment,
and Budget Committees; Phoenix Chamber of Commerce Tax, Environment, Education, and Fiscal Accountability
Committees; Phoenix Community Alliance Board Member; Phoenix Rehabilitation Appeals Board; Phoenix Design
Review Board; Phoenix Census Committee, (Chair, Business Subcommittee); Phoenix Citizens Bond Committee;
Valley Citizens League, (President); Coalition of Arizona Bicyclists; and the Arizona Bicycle Club.

Vicki Salazar, Advisory Non-Voting Board Member
Vicki Salazar is the Associate Superintendent for Financial Services for the Arizona Department of Education.
Vicki has over nineteen years experience in education, with an emphasis on financial administration. She has served as the key staff member to the Superintendent of Public Instruction and Executive Staff on budget and legislative issues for the past twelve years, implementing and directing educational service, responsibilities focused on educationally related policies, legislation, school finance and fiscal accountability.
